Add creative mode

  I'd love to be able to load into an editor mode to try out different mechanics, layouts, and the like. A mode where you can instantly build, delete, repair, etc. Even better if the mode could crank up the game to like 20X speed to see it all play out.

  There have been a few suggestions for a sandbox mode or a Creative mode. This one might be rolled in with those.

  Yes, would be nice to have a creative mode so we can build and test different production layouts and see how we need to plan for future upgrades to production lines.

  To clarify my merged comment above, the Captain of Cheats mod is all you need for a Creative or Sandbox mode.
