Automatic "Dump Containers" Within "Mine Control" Areas

Problem: Often, large trucks go all the way to a dumping ground with 1-2 units of stone/soil, which is very inefficient

Proposal: Trucks that are attached to a Mine Control Tower will dump into loose storage containers set to "soil" or "rock" if the container is within the control tower's managed area, regardless of "Keep Full/Empty" status. Floating trucks will obey the "Keep Empty" and remove full loads from the bin as they fill, vastly improving efficiency

Workaround: Did this by having two storage containers. Mine Control Tower custom export route is set to dump rock in the first one, which is attached to the second one. Second one is then set to keep empty and voila.
