Add porus rock to the layers system

It looks like currently, water and oil deposits are below layers. While it's true that oil wells are below the depth of open pit mines, water deposits can definitely be within the depth range of our sorts of mining. It may be a long-term trade off where you dig into an area for the minerals and permanently lose the water collection resource.
