Add resource: Hot Water
The water that comes from cooling towers would be hot water, it could be reheated in the boiler to generate steam using less fuel and time.
Cooling towers could be dry, using much more material in their construction and being much larger, or they could use water for cooling, both resulting in hot water.
Hot water could also be supplied in residential areas to gain unity, who wouldn't like to take a hot shower? Considering such a usage, hot water could also be generated in boilers.

BluetoothThePirateI would also like them to change the datacenter so that instead of inputting chilled water and getting out water, you should put in room temp water and get out hot water. Then you could pipe the waste heat from the datacenter to do something useful. Radiators would turn hot water into room temp water with a limited throughput but you can use a refrigeration plant to cool off a lot of it at the cost of energy.

You could also add a solar hot water generator as a very early game option long before you get access to photovoltaics in the late game.
