Build option to replace transporter segments with balancer

Like in Factorio, It would be handy to insert a pipe balancer on an existing pipe without having to delete the existing (or planned) sections of pipe.

(This suggestion applies to the other types of transport as well)

This type of suggestion falls into category of "build X over Y" - building a storage over conveyor belts, turbines over the shaft (if shaft can be built as a discrete item), liquid storage over pipes etc. Pattern emerges...

This would be super handy, its quite pain now to split somewhere after pipe/belt is already in place. It needs to destroy and wait for deconstruction of potentially long pipe just to insert "split" and have to reroute everything again. In mean time sometime truck gets stuck behind and over all its pain :D
