/60s Toggle on Recipe Book

Adding a /60s toggle to the Recipe Book would reduce player confusion.
I know the /60s toggle state already applies to what's displayed on the Recipe Book. However, recently ran into a user who hadn't made the connection that he was seeing everything in /60s format but didn't know he could turn it off by exiting the Recipe Book and turning the toggle off in a production building.
