Advanced Gas Turbines for better power
Most electricity produced in the US today comes from gas turbines rather than steam. These are essentially jet engines stuck in place. They don't use water, using the combusted gas directly.
Later in the tech tree, we have the Allam cycle turbine which takes in pure oxygen and fuel, and puts out pure CO2 and water. This can produce zero air pollution.

pttgAs for why these are good: for one, you trade off the need for water and instead need a more complicated fossil fuel production chain. Secondly, it still cooperates with the torque system. Finally, it provides lots of exhaust gas or CO2, good for interesting industrial processes.

BlunthammerWhat I would recommend is the need for a refined fuel. Go from Diesel to JP5 or F76 type fuel.
