Terraform tool that’s a smart combination of digging and dumping

Digging area ignores land that’s already below the target level. Dumping area ignores land that’s already above the target level. How about a tool that don’t ignore either way and use the combination of digging and dumping together to terraform the land into the shape I want?

I know digging needs more building and vehicle type than dumping. If I’m willing to provide everything I want to see them collaborating on this one thing together. I don’t want to switching between digging tool and dumping tool to plan out the shape I want.

How about a mode where the vertices are shown and you just raise or lower those. Then the game engine would just create the dumping and mining squares to match how you moved the vertices (nodes). (Would also work great for the terrain editor they are planning.)

I actually was curious why these two tools were not already merged. You can't do both to the same area at the same time, right? So You should be able to use a merged tool in order to build ramps. Automatically Digging where needed and dumping where needed to make the ramp happen.
