Need a way to make Plutonium

There are recipes for adding Plutonium to boost nuclear power, but no place to get or make plutonium

plutonium is unlocked on nuclear reactor 2 research and is then created using spent fuel, acid and molten glass at the new nuclear reprocessing facility you unlock at that research tier as well
