Refueling Trucks

Allow trucks who's job it is to refuel excavators to also refuel the trucks assigned to the tower as well. If you have a fuel truck come to a jobsite in real life they will drain it dey if possible b4 it leaves. Can be mixed with the other suggestion about chaining refueling jobs.
