People started out without vehicles

(DLC or free add-ons):
Everyone can work with their bare hands and survive and work without driving a vehicle.
Each unique person and vehicle can be seen walking and driving around the map
Without vehicles or survival tools, manpower could reclaim a small piece of farmland, build basic production survival tools, and eventually be able to construct and construct the first vehicle.
Two new maps: 1. Permanent winter map 2. Unable to pass permanent winter test map
Technicians need to keep their bare hands warm against the eternal cold.
(I believe the people who made this game are all technicians who graduated from college, no one is a college graduate, so it shouldn't be a disaster game without technology)
