When refueling excavators, fuel trucks can add the remaining fuel to other excavators with the lowest remaining fuel near the target, or multiple excavators until they run out and return!

Forestry control tower:
If the logging truck is inside the forestry control tower, there is no need to allocate a small car. It can be assigned to forestry control towers, just like mine control towers!
