Idle belts should not use power

Perfect that belts stop moving when there's nothing on them, or they're backed up but it feels odd that they still use the same amount of power when they're not moving.

They actually don't use power. Just like all the other machines when they're idle.
My confusion was due to the UI showing the power consumption all the time and I assumed it was still using power.
Maybe the amount of power could be greyed out while it's not consuming

Or the power value should be updated. Although with all the belts in the game, this might be a feature that would slow the game down too much.
