Easier Fuel

So a way to help new players and not hardlock them when every vehicle runs out of gas. This option could be turned on in the new game difficulty settings and when a vehicle runs out of gas, it gets severely slowed down. This eliminates the soft/hard lock of the game but still penalizes the player for running out of fuel but can recover.

There is a new 'cheat' mod available that can do this.
It makes the game more into a Sandbox game.
There is a link to the mod in the Mods subforum in Steam Discussions for this game.
I have been using this mod since game version 0.4.4. It works great.
