Toggle "wait for full load" on vehicles

To make vehicles (also ships) more fuel efficient I would suggest a toggle to make the vehicle wait for a full cargo hold before transport. This is not useful, if the vehicle is transporting building materials since as it is for now, only one building site ca be served.

Though it would be useful especially for mines and cargo ships since they have to go back and forth a lot and making them use the cargo hold to the max would save on fuel (and maintenance?).

I don't know about a toggle, I think vehicles should aways wait for a full load.
