More use cases for potatoes! Vodka!
Fits perfectly in cities treats category.
As a disaster it could lead to periodic alcoholism among the people which causes worker shortage rofl.
Obviously adding hops and making beer would be equally epic.

Even if we'd want to avoid substances for the sake of the ESRB/PEGI ratings, certainly there should be more crops that can be tuned into ethanol at least. Fruit and potatoes for sure.
