Implement Steam Input API to support all controller types

I realise this will likely seem a very low priority for such an interface/keyboard heavy game. I play most games on a TV using the Steam Controller, and am one of the few people to have ordered a Steam Deck (still waiting...). Having native Steam Input support on a game is a subtle yet large change from the user's perspective.

It would allow support for regular game controllers (Xbox, PlayStation, Nintendo, etc.) as well as some of the more exotic hardware (Steam Controller, pretty much anything that can appear as an input device). Rather than having to emulate keyboard/button presses, the API allows for input events to be triggered by whatever the player wants: gyroscope, buttons, trackpad scrolling, analogue sticks and whatever other weird features future versions of Steam Input will support, without having to bother adding to the game itself.

Players can even share layouts between themselves to find the input scheme that works best for them.
