Recycle Water used in the Cooled Caster for Steel Production

The water used in the Cooled Caster during steel production is just for cooling, so it would be logical for it to be outputted as some sort of steam

I work in a steel mill, none of that steam in captured, and the excess cooling water runs off the steel and circulates back to a cooling tower. The low water cost per unit of steel I think takes this into account without having water be on both the input and output side of the recipe.
