Expand the papermill

The process of turning wood into fiber is chemically intensive and requires water treatment, waste chemical disposal (Green Liquor, White Liquor, Black Liquor) as well as waste from the raw material, logs. Additionally, could add a corrugator that turns paper into boxes which could be used in nearly every industry in the game.

I like this idea. Currently paper has one use and is a bit demanding, if it had a wider use I would like it more. Maybe paper could also be part of another population product, office supplies maybe, for more unity.
