The idea is that you'd have waypoints or actual parking spots for vehicles which aren't doing anything. I find that when you have more vehicles than you are using, you end up with massive piles of them sitting inside each other usually by your dumping zones. This is ugly and annoying, as it means a longer drive when those vehicles do get a job.
What I want to be able to have is specific car parks around the map with a specific vehicle type and number set, so that when they are needed they will be close by, and any excess vehicles would park somewhere more central in a more aesthetic way.
