vehicles favour jobs close to manual orderd spot

if you order a vehicle to a specific place (with the inbuilt Manual order to spot) and has available jobs then it accepts the closest instance first (obviously priority cue for trucks should be first, then distance to selected Spot) mainly for mining and dumping tile selection, to help control mining from leaving that one tile that i need dug out, and i dont have to make another mining tower OR constantly remove/add mining designations just to get that one tile they left behind
