Buried pipes should not be able to be deconstructed

In Update 2 underground pipes can't be constructed. Underground pipes should also not be able to be deconstructed. Somewhat irritating to selecting an area to deconstruct surface buildings then also deconstructed underground pipes and having to dig a trench to reconstruct them.

It's just like in life. But blocking buildings and vehicles from being deleted has already been suggested by a switch inside their card.
