Construction Part Upgrade Ratio Setting

A setting that can adjust the 2:1 ratio for construction part upgrading. Maybe a setting for 1.5:1 and 1:1. It would just be something that speeds up the game for returning players who aren't excited to slog through setting up everything again.

Someone point out that this could really mess with blueprints, so perhaps it would be prudent that it adjust input needs as well.
