Medium oil flaring

Add Medium Oil to the Flare recipe's list. Currently, all oil-based products can be sent to the flare except medium oil.

I was thinking it might be a realism thing, but turns out diesel and heavy oil arnt flared IRL due to the thickness. If anything, diesel, heavy and medium, shouldnt be flarable either, so its a strange limitation.
