Stockpile reclaimer building

With the incoming Update 4 just around the corner, and logistics being in focus, I have a suggestion.

The reclaimer. A building, sunken into the ground before a long term stockpile is started, used to reclaim materials from the stockpile and feed them straight onto a belt; no excavators required.

I find very often when balancing mining operations for terraforming and to keep my fixed plant running, that I end up with whopping great big stockpiles of ore that still take a dig team to feed into my plant. Imagine instead, if you would, a small, concrete-rimmed, bucket wheel construction either built at ground surface height or in an inverse pyramid, which you switch on at the click of a button, and it starts eating from below the massive stores of materials you've stockpiled, feeding them onto a belt that runs from underground up to the surface and straight into your plant.
