Add bigger pumps & bigger liquids dumps.

Right now if we build a bigger water facility, it requires a massive coast, much bigger than the facility itself. And both water pumps & dumps take a lot of coast space.
1 solution is to build an inland bay, but it is complicated to adjust ground like that and it's very hard to move it later.
