Linked Storage Improvements

Linked storage from 4.1 are a great paired with the new Train Station arrival rules and Network trains. They are however the source of many frustrations I've seen posted in the Discord and Reddit. I can summarize here a few of the issues:
1. storage can be linked to by multiple stations. Reservations are not shared between stations, so the total network capacity for an item is either doubled (for unload) or halved (for load) than is really available.
2. storage accessed by truck also do not respect train reservations
3. storage blue/yellow belt limit sliders not considered by stations
4. unrelated storage, or storage not exclusively belted to the station can also cause issues.
5. belt speed presents an issue for high throughput stations.

The issues 4 and 5 I don't have an ideal solution that isn't computationally expensive (tracing belts) or just removing non-direct attached storage.

However, I would propose a change to the linked storage system to ease with some of the issues.
1. Linked storage can only be reserved by one station (and the link is visible in the storage UI)
2. storage truck logistics are forced disabled (or only allow import if a load station, and only allow export if an unload station)
3. disable yellow/blue slider thresholds (or only allow yellow if a load station, and only allow blue if an unload station)
4. an alert for a network trains not receiving full cargo as expected due to waiting too long
