The farther away the target is, the more Unity will cost to perform the action.
If the vehicle is far from the garage
If the building is far from the nearest resource depot.
Unity is a cheat code right now; I can deliver resources across the entire map at the same price. Unity is easy to accumulate and spend on whatever whims you have. This will force the user to think more carefully about their options.
