More statistics for vehicle busy level

The vehicle idle/busy/ indicator is useful, but a couple of things would make it more useful:
- a way of seeing per-zone business levels
- some sort of stats on average queue size of waiting jobs - I find it hard to tell how many more trucks I need, this would help judge whether I need 1 more or 10
