Add option to add output conditions per output for silos and tanks

Be able to assign output or input conditions to different ports of a storage.

For example:
Port 1: Output as usual
Port2: Output only if value above 2000
Input Port1: Input only if value below 1000
Input Port2: Input as usual

This helps especially in managing fluids in oil refinement and would be a better way as using pipe balancers and such.
