Allow train networks to be assigned from station interface

Currently, assigning a train station a network requires opening the train interface, navigating to network, clicking add station and then selecting station. This created unnecessary friction in the UX. Stations already have a handy panel showing the assigned lines and networks. Adding a "+" button here to select a network from a dropdown would improve the UX.
