Radioactive Materials Handling Facility and Nuclear Flasks

Similar to the compactor/shredder pairing where certain loose articles can be compacted or disassembled to swap between flat and loose transport, this idea is for a dedicated facility that combines certain radioactive materials with a new Nuclear Flask item to create a containerized version of the radioactive material that is safe for transport, with a sister facility at the other end for unpacking the radioactive material and returning the now-empty flask. These flasks could be available only through trade purchases, creating an incentive for players to manage a consistent loop of a limited number of flasks.
