Add park to settlement

I think add park in size of squere will be nice, and add some generation of unit with system like statue 0.3 unity and 50% off next one, Can increase consuments of water in settlement.

the three parks are wholey inadaquate.

we could add amusement parks, ponds. some with added needs, some just pretty to look at.
added items for an amusement park would add more industry chains.

at the least it's a break up of the 3 urban plaza's that look very similar.
