better priority for balancers

so my idea here is that instead of building 3 seperate balancers which looks ridiculous to instead be able to prioritize input and output based on a number ranging from like 1 to 7 so i can for example hook up the reactor like this Fresh water < recycled water < cooling tower water < heat storage water instead of needing to build 3 seperate balancers
