Allow custom FPS limits

This game plays terribly with GSync. You don't want to run VSync in games when using GSync, It creates flickering, but the maximum FPS limit I can set is 100, which for 144hz or 240hz displays isn't helpful either. If I set no limit I get like 2000 FPS in menus, and an insane amount in game which I don't need either. There should be a middle ground between "use no gpu" and "use as much of it as you can"


Please let us just set the FPS limits ourselves, so we don't have to use nvidia control panel to override the application or disable GSync since the game doesn't play nicely with it.
