Large Crusher should have advanded operation conditions

It would be nice if we could give some buildings like the large crusher operation conditions like "only operate when at least filled to 50%" or something like that.

While I can see the need of it to run all the time in some situations or setups, I'm not really keen on the idea of it wasting 1,2 MW on a handfull rocks instead of waiting until it's filled to a certain percentage.
