Vehicle Management panel should could show vehicle downtime (excavator refueling, waiting)

It would be very useful to see in the vehicle management panel how often and for how long the excavators are not "digging", instead they are waiting for a truck, or traveling to refuel. This would help make decisions to increase the number of trucks associated with it, or to add a dedicated refueling truck for a certain group of excavators.
