Custom/partial settings copy (eyedropper tool)

Problem scenario: you're planning out a big new build. You lay it all out, assign each storage the proper item to store. Oops, you forgot to set the import/export restrictions on all the storages. You can't use the eyedropper tool to copy them from one, because it would change which item is stored.

Suggestion: some kind of custom mode for the eyedropper tool that copies just some of the settings.

How could this work in the UI? When copying in this mode (e.g. via a modifier key), it would bring up a version of the building's settings panel, but clicking on each element wouldn't change the setting. Instead, clicking each setting would toggle an active/inactive mode that would determine if that setting is copied or not. Then clicking an "accept" button would close the window and leave you with the settings-paste tool which you use as normal.
