Add an upgrade to the boilers to use crushed limestone and water mixed with coal to produce higher temp steam. Instead of feeding coal into the boiler you inject a mixture of coal, crushed limestone and water that makes a liquid fuel and produces higher temp steam. This is pretty much how a coal electric generation plant works in real life.

could just use the gas boiler already in the game. i mean; if i can burn heavy oil just as well as hydrogen, then why not this coal-lime slurry?
