Tier 2 Heavy Oil locomotive (Trains DLC)
Add a Heavy Oil locomotive for the Trains DLC. This existed in real life:

It is similar to the turbine locomotive already announced for the Trains DLC (Tier 2, Fuel Gas) but it would use Heavy Oil instead.
It would have slightly worse stats compared to T2 locomotives (to reflect real life restrictions):
- higher maintenance
- slower acceleration
- lower top speed
- heavy pollution
Of course, since such a locomotive would just be worse than other Tier 2s, it could be unlocked slightly before T2 locomotives and even before the T2 wagons (something like a Tier 1.5). It might have a small discount in vehicle parts for example, or other costs, to balance out its worse stats.
It would also just be cool if we had a way to use Heavy Oil directly with trains, since we have one for ships already.
Just like gas turbine locomotives, these seemed to require a tender in real life.

Well, it is about flexbility. Depending on the implementation, it could be useful. Maybe you would use diesel or hydrogen for ships, and heavy oil for trains. In the sense that you mean, there is not much "use" for the DLC itself, since Diesel and Hydrogen locomotives will exist for T2 anyway, and you have more than enough with that. Flexibility and fantasy is what I think this could achieve. I do agree it would be a (rather narrow) niche, but that is the whole point. -

Rolling StenIt makes sense with ships (bigger engines can process it more easily), but there is not much use in trains, when we already have diesel engines. And heavy oil production is not that big to relaibly supply ships and trains - i would rather not relly on such fuel when diesel is much more effective.
