Reheat low steam into high steam
It's annoying to extract energy from byproduct low steam (cannot connect to existing power shafts, supply fluctuations cause turbines to constantly start-stop, having multiple of 1 low-segment shafts instead of one long etc.) to the extent it is better to skip energy recovery and just go water recovery/desalination. This can be easily fixed by either having a recipe for existing boilers for reheating low steam into high steam (or having a separated reheater units) or having a recipe for existing boilers to produce low steam, though reheaters are preferable since you can plug them into existing power plants with prioritization even is this might be less efficient.

In real power plants and boilers, low-pressure steam cannot be reheated directly. That’s why cooling towers are commonly used in power plants: to reject excess heat as part of the thermodynamic cycle. The underlying thermodynamic principles can be found in many standard references. Overall, I believe the way steam processes are designed here is more consistent with real-world practice.
