Underground pipes construction

A building that you assign a small digger and truck to that allows you to place pipes underground. or introduce a new version of the excavator that can lay pipes in the ground (instead of a bucket)
You must provide the building with some form of material sand, gravel, etc( or mix something new) to be able to build pipes underground.
The pipes will be let's say 10% more expensive and take longer to build and cannot be built with unity
The excavator of the truck needs space above where the pipes are being built and travels the distance while the pipe is being built.
You can cross under let's say 2 pipes underground, but can't lay pipes directly under other pipes but you can build them over other pipes
