Make Unity Scale With Population Or Housing Block Count Instead Of Fulfillment Percentage Only
Right now if you build a city with 100000 pops, you get the same unity as with 100 pops, if you have the same percentage of services provided, but completely different scale needed to satisfy the needs for the same fulfillment percentage. What the heck is this game design? I just want to disable unity completely, because this is so unfair (by adding a mod, that adds unlimited unity).

Per housing block would be exploitable, I guess by pop is the better way. -

Rolling StenUnity certainly needs some rebalancing - problem is that when affected by pop you will get too much unity later or have too little of it early. One sollution would be that unity cost of edicts would be based on affected targets? Like the more vehicles you have, the bigger cost in unity for overloading or fuel savings.
