Train managers add option should be on top, And make the options collapsible.

Two small improvements to stations and lines manager.
1. Move the "Add" option to the same line as the name of the menu such as [Cargo stations [i] + Add station] Same for fuel and waiting stations.
2. Allow each of the menus here to be collapsible with a + / - Similar how it looks on stations with incomming trains

reasoning. Large networks you have to scroll quite a bit to "add" something.
