Evaporation pond (heated) in "surplus power only" mode should still produce at a lower rate

Thematically, it would make more sense if the heated evaporation pond could still evaporate water even without heating. It seems it should work at a similar rate to the normal evaporation pond instead of stopping completely.
It also seems better for justifying the research and construction cost of the heated evaporation pond.

Make it so an unpowered heated pond produces at the same rate as the standard evaporation pond.
