Simplified Amphibius Vehicle Rules
Rules and exceptions on what storage and construction jobs can be performed by amphibius vehicles are overly complicated and unnecessary.
Instead of all the existing global and storage options and exceptions simply use:
If a job requires a water crossing use an amphibius vehicle, if there isn't a water crossing use a land based vehicle.
If there are no jobs requiring a water crossing amphibius vehicles remain idle, like tree harvesters being idle if there are no trees to cut.
This would also prevent error messages from land based vehicles trying to access jobs over water.

I think it could be further simplified/explained (on the player's end anyway). When a job wants stuff to be delivered, it checks a regular Truck first (just keep in mind that if the storage or whatnot has any assigned Trucks, it can only check those ones as usual). If the job "can't be reached", then it checks if an Amphibious Truck could do it and that there'll be one available that could do it (ie. If you keep atleast one Amphibious Truck unassigned, then it will always eventually be available for unassigned storages). If so, then the job stays queued and the next Amphibious Truck that's available takes it. This would mean that Amphibious Trucks would/can still do resource transportation, but they have a natural lowest priority for jobs regular Trucks could do, but then are shortlisted for jobs that are inaccessible to regular Trucks. Using "water crossing" as a measure is too vague because the trucks themselves can't tell what is or isn't water, only where they can or can't go.
