Add Arrival conditions to wait stations

Devs,

Just as there is an “Add Departure Conditions” option, there should also be an “Add Arrival Conditions” option for wait stations, waypoints, and even full stations in the Line Network Manager.

Adding this feature would give users greater control over their trains and allow for more precise scheduling and routing behavior.
