Stop releasing paid dlc content before the base game.
Please stop this predatory practice.

MagI like supporting the devs for games I thoroughly enjoy, so here's my counter-suggestion:
Make each new Supporter Pack include all previous packs, then retire older packs from the Steam store (without giving duplicate items to existing owners).
Example: the current Train Pack would also include the Captain's Tomb & Flowers items, while the old Captain's Tomb pack is hidden/retired.
Fans can continue supporting every major update, while newcomers won't be put off by seeing "2+ DLCs before 1.0 release"
After 1.0, though, I could definitely see the case for major expansions being separate paid DLCs (e.g. Factorio 1.0 vs. Space Age). -

RollingStenPredatory how? I could agree if those DLC had big impact on the game, but theirs impact is very small (mostly cosmetic). And the game is indeed considered more as done then in EA anyway.

SunrisCosmetic DLC before 1.0 release is NOT predatory. This is the perfect option to allow people to further support the developers. The OP's recommendation is far too complex. I would not want to have to review the supporter's pack to figure out whether or not I have the most recent. Just release a new DLC with minimal time spent by the dev's organizing packs and get back to building the game.
