Seperate truck busyness indicator out by zone on hover

When the top panel shows the truck network is busy, it does not show which zone is lacking in transport capacity. It'd be great if the tooltip of the vehicle count would show idle truck count separated by zone.
e.g.
Default: 5 idle
Zone A: 7 idle
Zone B: 0 idle (emphasized)
Right now figuring this out requires opening the vehicle zone gui, clicking through the dropdown for every zone and scanning for unassigned and idle trucks of various kinds. This tooltip would eliminate this search and make it instantly clear where the capacity issue lies.
